Dr. Shoutell Richardson


Dr. Richardson previously served as a principal at both Rockefeller Elementary and Chicot Primary School and Early Childhood Center in Little Rock, Arkansas. She has served in an education support role for over 25 years. This support included daily administration and supervision of personnel, academic policy, school testing, design and delivery of professional development, and implementation of curricular standards. Dr. Richardson also served as the Director of Elementary Education and Supervisor of Professional Development. Her career began in the Little Rock School District where she went from teaching elementary school to serving as an Arkansas Reading First Literacy Coach. She served in progressive roles as a district-level administrator specializing in curriculum, mentoring, instructional leadership development, assessment, and teacher academic support and supervisor of elementary professional development. Dr. Richardson also brings several years of leadership over a charter school in the state as part of her educational toolbox.

Dr. Richardson holds a Bachelor of Arts degree in Elementary Education from The University of Mississippi. She completed a Master of Education in Educational Administration with a focus in Curriculum and Instruction and a Doctorate in Educational Administration at the University of Arkansas at Little Rock (UALR). She also holds a graduate certificate in Superintendency.


Dr. Shoutell Richardson is a native Mississippian. She is the mother of three children Brad, Greg and Ricquel.
